You have to file a Notice of Claim before you can sue the federal government for personal injury.
The Notice of Claim, known as the SF95, has to be filed with the agency responsible for the personal injury, and it has to be filed before the two-year statute of limitations runs out. If the agency rejects it or does not respond, the injured party is then free to file a lawsuit.
